I quote from "Deleware Today", August 1982, which features a piece on 
the local hero, and says,

"Tom Miller and his twin brother, John, were born in December 1949 in 
Morristown, NJ., the only sons of Victor and Lillian Miller. When he was 
three and a half years old, his family moved to Claymont..."

There's a nice pic of his parents, so I doubt they'd have got his 
birthplace wrong.
