Amazingly, or maybe not so, I still have this interview, conducted by Bill
Flannagan of Musician Magazine and VH1 fame, and here's the relevant quote:

Did you cross paths with Lou Reed, Warhol, and that whole crowd?


Yeah, sure.  We took a tape recorder off Lou once at CBGB's.  We were
playing, and somebody came backstage and said "Lou Reed's here and he's got
a tape recorder under his coat."  And he was in the studio, doing
pre-production for his new record, and we hadn't put a new record out yet.
So Tom and Fred and I are sitting around in the back room going, "We gotta
do something about this!  We can't let him tape our show and then go home
and take our riffs!"  So we went up to Lou - it's very funny - Tom and I
went up to Lou and Tom had no bones about it:  "Lou, we love it that you're
here; it's fabulous, thank you for coming.  You gotta give us the tape
recorder, we'll give it back to you at the end of the night!"  And he goes
"I don't have a tape recorder!"  We said:  "Lou - we're going to have to
search you."  And we call over Hilly, and Hilly's like, "They're the band,
they're playing."  So he (Lou Reed) opens his coat (?) and he says "It
doesn't have any batteries in it."  So we say "Good!  Then you won't mind
giving it to us!" And he was still trying to hold onto it.  (we said)" Look,
Lou, we'll tape it with your machine, and if it's okay, when you're done
with your record, we'll give it to you!" (laughs).or when we're done with
our record.  And I once had a conversation with Lou, at some after-hours
club, where I think we were both so over the top, but it was just - I
remember having a conversation, but that's about it.

Make of it what you will.  This was up on Bibi's site for a couple of years,
before Richard had his own web presence, and was even up there for awhile.
